Harrisburg native Steve Oliphant provided Water Safety and Rescue training for the Chesapeake Bay
Foundation and managed the Susquehanna Watershed Education Program, a canoe-based
education program, for over a decade. He has created and taught professional development courses
for Pennsylvania’s teachers and graduate level environmental courses for several area colleges.
Jill Miller is a nurse and avid boater of rivers, lakes and oceans, with years of experience in canoes,
kayaks and sailboats. Entrepreneurial as a pioneer street vendor in Harrisburg, she’s managed and
catered festivals and events of all kinds, including local Earth Day celebrations.
